Vincent Hyman
Of Counsel
Vincent D. Hyman, currently, serves as “Of Counsel” for The Starkey Law Group providing legal representation, advice and counsel to the City of Fairburn, Georgia, regarding the review, drafting, revising of resolutions, ordinances, contracts, leases and other related governmental services, documents, obligations and/or duties.
Prior to joining The Starkey Law Group, as Of Counsel, Hyman served for over three and a half years as the first in-house City Attorney for the City of South Fulton, Georgia where he defended the City, its duly elected and appointed officials, staff and employees in all civil litigation that was not covered under the City’s GIRMA policy, was responsible and directed the daily operations of the Legal Department; supervised attorneys and staff, oversaw annual budget in excess of $ 1.5 million dollars and also served as a legal counsel and advisor to Mayor, City Council, City Manager, Department Heads and Staff regarding various legal matters that would impact the City's day-to-day operations and legal exposure.
Hyman has represented city and municipal governments in Georgia for nearly all of his 30 plus years of practicing law. In addition to working for governmental entities, he was a Senior Associate in-house counsel for the Metropolitan Atlanta Rapid Transit Authority (“MARTA”), where he was responsible for representing and handling civil litigation against the transportation authority.
Hyman also worked for the Office of the Fulton County Attorney for 11 years where he began, as a Staff Attorney, representing the Public Works and General Services Departments. Later, he was promoted to Senior Attorney in charge of representing various other Fulton County departments, such as Parks and Recreation; General Services; Housing and Mental Health; Risk Management and Revenue Enhancement; and Taxation and Finance.
During his tenure as an Assistant City Attorney with the City of Atlanta ‘s Law Department, Hyman was responsible for supervising associate city attorneys and for representing and defending the City of Atlanta’s Police, Fire and Corrections departments in all phases of civil litigation in federal and state courts.
Shortly after law school and before working in the government sector, Hyman worked in the private sector with the law firm of Copeland, Thomas, Haugabrook and Hyman, as an Associate Attorney and later a law partner with the firm . He was selected by the Lowndes County Superior Court as part of its Alternative Dispute Resolution program to handle court-ordered general and domestic mediation cases.
Hyman is a former member and legal counsel for the 100 Black Men of Valdosta, Inc. and a former member of the South Georgia Community Service Board. He earned his bachelor’s degree and graduated cum laude in mechanical engineering from Prairie View A&M University and his juris doctorate degree from the Walter F. George School of Law at Mercer University in Macon, Ga.
Hyman is a member in good standing with the State Bar of Georgia and has been admitted to practice law in the United States Supreme Court, the federal courts for the Northern and Middle District of Georgia, the United States Court of Appeals for the Eleventh Circuit and the Georgia Supreme Court and Georgia Court of Appeals.
